Guerra económica y proteccionismo en la Europa del siglo XVII: el decreto de Gauna a la luz de los documentos contables
Resumen
El Decreto de Gauna de 1603 constituyó una de las primeras medidas de guerra económica adoptadas contra las Provincias Unidas en el siglo XVII. Una disposición singular que por diferentes razones acabó transformándose en un primer y serio ensayo de una política proteccionista diseñada por la Monarquía hispánica contra sus más directos rivales en el comercio internacional. A partir de fuentes documentales originales no estudiadas hasta la fecha, este artículo explora su naturaleza económica y sus resultados cuantitativos. El trabajo concluye que a pesar de su efímera existencia, el Decreto logró parcialmente los objetivos para los que fue publicado, si bien el surgimiento de un escenario de paz con los rebeldes a partir de 1607 eliminó por completo su sentido.
The so called Decree of Gauna, published in 1603, constituted one of the first economic warfare measures taken against the Unites Provinces in the Seventeenth Century. For different reasons, this singular disposition became a first and a serious attempt of a protectionist policy designed at the heart of the Spanish Monarchy against her most direct competitors in the international trade. On the basis of primary sources not analyzed so far, this article explores its economic nature and its quantitative results. The work concludes that despite its short existence, the devise partially reached the aims for which it was designed. The emergence of a peace scenario with the United Provinces at the beginning of 1607 left the Decree without content.
